In order to implement the Environmental Protection Law of the People's Republic of China, the State Environmental Protection Department recently carried out the preparation of the "plastic packaging system for environmental labeling products". The new standard is formulated by the Ministry of Environmental Protection Science and Technology Standards Division and is applicable to China Environmental Labeling Product Certification. The new standard puts forward requirements for the raw materials, production processes, degradation properties, biochar content, printing, labeling and storage of plastic packaging products. Specifically, the original standard name is defined as "packaging products", and with the plastic packaging in the packaging industry occupies an increasingly important position, the new standard to be named as "plastic packaging products", the range locked in Plastic packaging category, and the scope of the provisions of plastic packaging products: for plastic as the main material made of film, bags and packaging containers.
 
The new standard is no longer mandatory requirements, "the raw material in the recovery of waste material quality and product quality percentage must be greater than 60%", instead of "non-degradable plastic bio-carbon content should be 20%"; the same time to encourage the new standard to encourage the Use of bio-based plastics and biodegradable plastics.

5.1 Requirements for raw materials and production processes
 
5.1.1 do not use thermosetting plastic and foam plastic as raw material.
 
5.1.2 The production process does not use azo dyes.
 
5.1.3 The production process does not add the phthalate plasticizer specified in GB / T21928-2008.
 
5.1.4 Product gravure printing process should meet the requirements of HJ2539.
 
5.2 Product requirements
 
5.2.1 four kinds of heavy metals in the lead, cadmium, mercury, hexavalent chromium and its compounds, polybrominated biphenyls, polybrominated diphenyl ethers, solvent residues, etc. should meet the requirements of GB / T10004.
 
5.2.2 Biodegradable plastic packaging should meet the GB / T20197-2006 degradation performance requirements.
 
5.2.3 Non-degradable plastic packaging of biological carbon content should be greater than 20%, and incineration of harmful substances in the exhaust emissions should meet the QB / T4012-2010 5.2.8 requirements.
 
5.2.4 Polyvinyl chloride (PVC) products in the vinyl chloride monomer content should meet the requirements of GB9681, polystyrene products in the styrene monomer content should meet the requirements of GB9692.
